Law Changes on Flag Salutes when OUT OF UNIFORM, Thanks VFW.ORG
And to District Protocol Officer, PCC George Stewart, Arroyo Grande Lions

The most recent change, authorizing hand-salutes during the national anthem by veterans and out-of-uniform military personnel, was sponsored by Sen. Jim Inhofe of Oklahoma, an Army veteran. It was included in the Defense Authorization Act of 2009, which President Bush signed on Oct. 14.

The earlier provision authorizing hand-salutes for veterans and out-of-uniform military personnel during the raising, lowering or passing of the flag, was contained in the National Defense Authorization Act of 2008, which took effect Jan. 28, 2008.

Honors to colors, anthem by un-uniformed military and service veterans .. Flag raising, lowering, passing .. Title 4 USC §9 National Anthem, Title 36 USC §301

4 USC § 9 - Conduct during hoisting, lowering or passing of flag

During the ceremony of hoisting or lowering the flag or when the flag is passing in a parade or in review, all persons present in uniform should render the military salute. Members of the Armed Forces and veterans who are present but not in uniform may render the military salute. All other persons present should face the flag and stand at attention with their right hand over the heart, or if applicable, remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Citizens of other countries present should stand at attention. All such conduct toward the flag in a moving column should be rendered at the moment the flag passes. (Thank you Sen. Jim Inhofe, United States Senate, OK)
